Abstract

This article analyzes the factors that led to the issuance of Ordinance nº 1.288/2015 by the Brazilian Ministry of Labor and its unfolding. An illegal act that proposed to circumvent the accomplishment of quotas of apprentices, points out the visions of the actors involved in the public policy, as well as their paths. Through a bibliographical and documentary research that support the exploratory-descriptive research, intend to analyze the governance relationship of Apprenticeship for better institutional development, the mechanisms of democratic deliberation implemented by the government and the advocacy movements, with special attention to the lobby initiative. It concludes exposing the mechanisms of deliberation are conducive to the institutional development of public policies.
