Digital communication policy has reshaped interactions between representatives and represented, expanding the reach of public discourse and promoting new forms of participation. However, challenges such as the digital divide, the spread of misinformation and the marginalization of vulnerable groups undermine fairness in online political debate. The research investigates the impacts of inclusion and diversity on digital political communication, analyzing existing barriers and strategies to overcome them. The study adopts a qualitative approach, based on a bibliographical review and documentary analysis of public and normative policies aimed at regulating digital communication. The results demonstrate that the governance of digital platforms and the implementation of inclusive guidelines are fundamental to avoiding exclusionary segmentation and ensuring greater accessibility. The adoption of mechanisms for transparency and regulation of algorithmic personalization is necessary to prevent the concentration of information in privileged groups. It is concluded that the implementation of communication policy also depends on cooperation between public and private agents and civil society, promoting equity in digital democratic participation.
JOURNAL OF EDUCATION, SCIENCE AND HEALTH JESHDárcio Luiz Costa EloiRenata Vicentini Monteiro Rodrigues
